The development plan of Barangay Sta. Cruz has several objectives including upgrading the facilities of the health centers of the barangay, renovating daycare centers, increasing the level of competency of daycare teachers, rehabilitating service roads and pathwalks, coordinating with sitio leaders, instituting barangay tanods, and maintaining linkages among other agencies for a more sustainable development of Barangay Sta. Cruz.

I. GOVERNANCE
Effective governance of the barangay is provided through its Administrative and Legislative services, Training Program, Sports Development Program, Social Services, Risk Reduction Program and Clean and Green Program. All of which pertains to the exercise of general supervision and control over the different programs, projects and activities conducted. It aims to ensure that the plans formulated are enforced properly. The services included are characterized by the maintenance of good public services by enhancing the capacity of the public servants and the improvement in materials and facilities needed. Administrative and Legislative Services – includes barangay resolution and ordinances passed which provides honoraria, clothing allowance, benefits and 1 year overall operational expenses for Barangay Sta. Cruz. Training Program – provision of seminars for the improvement of Barangay Council members, Day Care workers and Lupon Tagamayapa Sports Development Program – the barangay allocates fund for honoraria given to referees and food for the opening and closing of each sports fest held Social Services – the services devised by the barangay to include Donations, State of the Barangay Address, Cityhood, Maytime Festival and TIPULO Festival. Donations are financial assistance given to the needy constituents in the barangay. The State of the Barangay Address is the provision of financial reports and projects implemented. The Cityhood and Maytime Festival and TIPULO Festival is conducted to encourage camaraderie among the constituents. Risk Reduction Program – the mechanisms under which this program is implemented are through Donations and provision of Supplies and Materials. Donations are financial assistance to victims of calamities. Supplies are also a form of assistance for disaster-hit members Clean and Green Program – expenses allocated to ensure the decrease in the problem with solid waste II. HEALTH In terms of health, Barangay Sta. Cruz they prioritize enhancement of health services through projects that aim to enhance the efficiency of health care assistance delivered. The efficiency will be ensured through the provision of knowledge enhancement and competency of personnel. Health Services – provision of honoraria and other benefits to health personnel Provision of Essential Medicines –activities made to decrease sickness in the community. Vaccination/Immunization of children every Wednesday morning Anti-Rabbies, Ligtas Tigdas and Iwas Dengue Program – enhanced health services Provision of medical supplies – improvements in health service Emergency medical missions and visitation of households that are hard to reach and deliver basic health services Senior Citizen Consultation every Monday DOTS TB Health Program – Sputum Collection every Tuesday, 9 am at CMA and TB Seminar Every Friday, 9 am at CMA Pre-natal Check-up every Thursday Prenatal and Post-Partum Check-up for Pregnant Mothers – Advising them to consult in the nearest health center, clinic and hospitals Family Planning – Contraceptive Pills, Injectable (DMPA) 4Ps MDR Distribution care of Sitio Chairman’s Completion and Arrangement of Household Number per Sitio Dengue and Malaria Health Teaching through Tarpaulins and Fliers III. WASTE MANAGEMENT Sustainable programs are developed by the barangay to ensure the lessening in the problem with solid wastes. Solid Waste Program – lessen the problem in solid waste by providing materials/equipment in collecting garbage in the community Other Structure – Rehabilitation of MRF (Materials Recovery Facility) Save Hinulugang Taktak – Clean-up operations made to recover the beauty of Hinulugang Taktak IV. EDUCATION Program devised aim to provide sustainable developments in education for the beneficiaries of the community, improvements in the participation of individuals when it comes to decision-making affecting education activities of the day care systems. Day Care Services – provision of honoraria and clothing allowance to Day Care Workers to ensure effective management Scholarship Programs – Assistance given by the barangay to deserving youth that will ensure the privilege to study |
V. SECURITY
The implementing arm of the barangay in enforcing peace and order in the community is devised through the Peace and Order Program. Peace and Order Services – budget given for effective supervision of personnel that delivers peace and order in the community Honoraria and Clothing Services – mechanism to enhance capacity of personnel VI. OTHER RELATED SECTORS Gender Advocacy Gender Advocacy Development Fund – mechanism that addresses the gender issues and concerns of constituents. It recognizes the different roles and responsibilities of men and women in the community and ensures that gender concerns are integrated in the development planning process. The programs devised under Gender Advocacy include Sports and Development Program, Health Services, and Livelihood Program. The Sports and Development Program is a mechanism to improve health condition of the constituents through physical activities. Health Services are characterized with improvements on health conditions of maternal and child care. Livelihood Program is the provision of opportunities for the constituents. Senior Citizen and Persons with Disability (PWDs) Senior Citizen and PWD Fund – recognition of the contributions given by Senior Citizens and Persons with Disability in nation-building by giving them equal opportunities in employment, education, health, auxiliary social services, telecommunications, accessibility, political and civil exercises. The programs devised include Health Services and Senior Citizen and PWD Welfare Program. The former includes medical assistance while the latter involves social services. Juvenile Welfare Juvenile Welfare Program – awareness of the community in the welfare of the juvenile is one of the primary concerns of the barangay. The Juvenile Justice and Welfare Program is the provision of social services for the needy children. Health Services include health assistance to needy children Development Programs Development Fund – development of barangay is anchored on social programs that will benefit most of its constituents. Health Services is through provision of oxygen, gauge, ambu bag and pedia, stretcher canvass, pulse oximeter and infrared. Economic Services include the building of 1 Multi-Purpose hall – covered court for possibilities of fairs, trade and tiangges. Clean and Green Program serves as a means for the community’s urban greening. Lastly, the Solid Waste Program is a mechanism for development because of the lessening in solid wastes conducted. Youth Programs Sangguniang Kabataan Fund – recognition of the role of the youth as key players for nation-building and source of progress. Activities for the youth include Sports Development Program through SportsFest in which camaraderie is fostered among them. This activity includes provision materials and food for the youth. Health Services include provision of food for nutrition month. Scholarship Program is to cater needy but deserving children to attend school. Social Services include assistant to youth activities. Lastly, the Clean and Green Program is the promotion among the youth of clean and green environment. Disaster-Risk Reduction Management Local Disaster Risk Reduction and Management Fund – instituted through the Disaster Preparedness Program of the barangay. It includes Risk Reduction program that provides relief and rehabilitation services during a calamity. It also includes Health Services to reduce incidence of sickness. Citizen Empowerment – Constant dialogues are held with different Sitio Chairman is conducted together with the leaders of every Women’s Group. This helps in creating a collaborative decision-making among the different members of the barangay. |
